No - the Ip-adress is dealt to you by your internet service provider (ISP) They are the only one that can change it (unless you're a cracker (bad hacker))

You can hard-code an ip address by right-clicking on network neighboorhood/my network places on the desktop and going to properties. Then, right-click on local area connection and go to properties. Doubl-click on the TCP/IP in the settings.

Having said that.... that is NOT going to change your "outside" IP address that appears to the world. For example if you've been surfing and want to "hide" that isn't going to work.

If you want to change a DHCP assigned IP address on the outside of your router, most companies only try to re-assign a specific IP address to a given MAC address for 7 days, so unplugging your cable mode/DSL modem for 7 days will probably get you a new IP address if it is assigned by DHCP.

If you've done anything illegal from that IP address, don't worry about changing your IP address, your ISP keeps records of when each IP address is assigned, and who it is assigned to, and when it is re-assigned, so that if a court shows up with a subpoena for that information they can tell exactly who had a given IP address at a specific time.
