The HP Pavilion Slimline s3020n series won an Editors Choice award from Computer Shopper Magazine. I agree that with the specs and the pricing, one can't beat it for an general basic use computer.

The price doesn't include a monitor, but it shouldnt be hard to find a 17in wide LCD panel and still stay close to the budget you wanted.
you can build it yourself that is the cheapest way and the best way. thats what i did...
if you want a real cheap then you should consider buy it per part (aka. motherboard, ram ,graphic card, etc)
